Sumrell Sugg Welcomes Two New Attorneys

Sumrell Sugg is thrilled to announce the addition of two new attorneys to the firm, Chip Payson and Richard Leissner.

Charles “Chip” Payson, originally from Iowa, comes to the firm following many years of practice in Massachusetts. While there, Chip served as the in-house City Attorney for Gloucester for 7 years, and also worked in private practice with a focus in litigation, local government and non-profit work, and corporate support. At Sumrell Sugg, Chip’s practice will be primarily focused on local government, litigation, real estate and employment. Chip got his undergraduate degree from Indiana University in 1995, and his law degree form Suffolk University in 2003.

Richard Leissner joins Sumrell Sugg after serving as General Counsel and Chief Compliance Officer for a local health plan serving Medicaid and uninsured beneficiaries across Eastern North Carolina. Richard also served with a major DC law firm, where he primarily represented major health plans in contract negotiations with pharmacy benefit managers. Richard’s practice at Sumrell Sugg will be focused on real estate and business. Richard got both his undergraduate and law degrees from the University of North Carolina, in 1999 and 2002, respectively.
